Prextz Gaxvs'—The public should not be deceived by the result of Monday’s Virginia election. Three-fourths of the delegates chosen over opponents pledzed to vote for immediate and unconditional secessiou, are themselves pledged to vote for secession in case it is found impossible for the Peace Congress, now gatbered here, to come to such a settlement of the controversy as Will accord to the border slaveholding States a Prospect of being able to bring the seceded States back to their allegiaige to the Union. The ground they assumed in almost every county of the State ‘was, that it is possible to obtain from the North such terms as will satisfy not only the people of the border sis vebolding States that the idea that the power of the Government of the United States is hereafter to be wielded against the institutions and the constitutional rights of the South is a monstrous delusion wrought by demagogue poli- ticians in their own midst to destroy the Union, Dut one (2 settlement) that will also at once cause the organization of an Union party in every se- ceded State, that will triumph in all of them whenever the question may come before their people; which must happen when the ques‘io& of the acceptance or rejection of the settlement of the Peace Congress goes to the People of the rest of the States of the original U: sipadeeeteeeenenneniamacnstientis Dasexnovs Lusistation —Y esterday the House passed, without due investigation, a joint resolu. tion suspending the operation of a gener:i law, to suit the schemes of the lobby ina particular case. We allade to the joint resolution suspending, in the case of Cyrus H. McCormick's application before the Patent Office for an extension or renewal of certain patents, the operation of the law which fixes the time allowed for filing rebutting testi- Tony in such cases. We know nothing of the merits of the case of Mr. McCormick before the Commissioner of Patents, sitting as a judge—in a judicial capacity. But we do know that legislation suspending the “pplication of a law, to bear en the particular ease of anycitizen, is a most dangerous and repre- hbensible use of the authority of Congress. A very heavy lobby is now at work to smuggle through Congress the joint resolution referred to above, and it 1s at their bebest that the House bos thas struck 2 blow at the integrity of the law, which, if the precedent be set, may be repeated hereafter in any man’s case, where bis opponents chose to employ the lobby to get special legisla- tion to secure them advantages in the determina- tion of the suit, which the general laws as they stand, do not accord to them. ‘The recent defeat of the aspira- tions of Horace Greely to succeed Senator Seward, in the New York Republican Legislative caucus, teile the story of the dethronement of abolition ul. traism in the councils of that party in the Empire State. Mr. Harris, who was nominated over him, of course owes his election to the Republican supporters of the views of Mesers. Seward and Weed upon the question of the times.
