He deemed it a matter of simple justice tbat this appropriation sbonld be made. The amonnt named was in accordance with tbe estimate of tbe city surveyor, and the act of May 5, 1**66. required tbe General Government to bear its share of burdens tor improvement in tbe vicinity of its own property.
