Every white sale citizen of the age of 21 years, who hall have been a citizen for ten days, and an inhabitant of this State for one year next preoeding any lection, and for the last four months a resident of the county where he may offer his vote, shall be entitled to Tote at such election in the eleotion district ot which he shall at the time be a resident, and not elsewhere ; but such oitiiens shall have been for thirty days next preceding the eleotion, a resident of the dlfctilot from which the officer is to be ohosen for whom he offers his vote. Men of color, to entitle them to vote, must be for three years a citizen of the State, and for one year preoeding the eleotion possessed of a freehold estate of the value of two hundred and fifty dollars, over and above all debts and incumbrance thereon, and shall have paid a tax thereon. No person shall be deemed to have gained or lost a residence, by reason of his presence or absence, while employed in the service of the United States; nor while engaged in navigation; nor while a studeutof any seminary of learning; nor while kept at any almshouse, or other asylum at public expense ; nor while confined in any publio prison. An act to establish a uniform time for hetdlng elec- , Hons for Electors of President and Vice President in all the States of the Union : Be it enacted by the Senate and House of lleprefentatives of the United States of America in Congress assembled.
