The maxim which reeommepde the preparations for war to he commenced during times of peace is as a correct one. When a nation is felt by her neigh. buors to be stre n, site has their respect,-she coul kmeandsart-whereas if her deblhity has become a byword, shite i derided for her weakness and is protected, if at all, through their courtesy.' Hence the importance of railroads and other improvements which will facilitate the trans. tportation of tomen and provisions, from the interior to the frontier. The country should take these facts into con. sideresion, among the manifild reasons why works e of internal improvement should be prosecuted with vigor. Iesides furnishing the means of pour 3 ing out the very heart of the country, to the exposed points, and which otherwise would offer but feeble resistance, these roads will be connect ;a ing links of union, nnd will rivet still more strongly te tie ties that bind the States together. Fire oa JNisehille.-Thl e Extra Banner of the 26th says : At about 2 o'clock, P. M .t.day, the second story of Mr. Cargill'e Jewelry story, on the south sida of the Public Square and next door but one to Deaodrick street, was discovered to be on fire. The engines were soon at the spot, and our citi zens were, in large numbers, setively at work in reseuing the goods and saving property. Most unlortunately, the hydrants were dry, the water having been stopped at the Ctty Works, a mile from the Square, to effect some repairs in the machinary. As soon as it could be done, however. the water was turned on to the city, and the engines were partialiy supplied. The loses is estimated at about $12,000 t t15,000, portly insured. The Times.-Yesterday this recently establish. ed paperthanked us for a notice of its appearance, which we di, not remember to have given. Y., Wagener end Martin were elected to fill the va. caney, but it is anticipated that they will object to serve. J.,n. 19 ToeSenare did not sit. A discussion was on. ginated on the propriety of excusing Mr. Taylor from serving on the Swartwout clommittee. The prerious question was called and Mr. Taylor was excused by tile speaker's vote. Mr. Wagener then begged to he excused. It was oppised by Wise and advocated tlr Bynun, who had some severe words anld it was houogt would come together. The vote was ayes 101 nays 103. Of course he was not excused. Mr. Martin was ex oesed from serving, becnuse he was on another committee. Stanley of N. C. and Bynum were very near a serious quarrel. Owens of Geo. and Foster of N. Y. were chosen on the committee. The members of the commitlee are escused fromn attendance on the House, and are allowed a clerk. They will proceed at once to the investigation. Washington Jan. 21.
