One leading cause of the dejection chich we have noticed is, that men who had beeti scneenomed to handle thousands, can not ow collect together oar use or the liquidation of their ieolvemnota, as rany units. Ixpet ience has taught that it imprisonment does not secure to Ihe creditor a return of his debt-nor does the enforcement of the rigid rules of law in all cases secure it. We have no hostility to Banks. They are neeIesary especially in ourcountry, where commerce is so largely conducted on credit, and where it must hIe'o conducted for years to come.. Yet we cannot be blind to the im politic manner in which their affairs have been managed and the large hllare they have had in embarrassing the energies which they were intended end were calculated to aid. We know that they have unnecessarily cur tailed tlheir discounts, and drawn in their circulation at a time when it was most needed. In New York, since the first of January, they have reduced their discounts tree millions and more, while the private deposites in creased within the same period to at least the same amount. Here is four millions of money withdrawn from eilculation in the period of less than four mouths -probably $6,000,000, in one commercial city. In our own city, the Banks have cuttailed their discounts or withdrawn from circulation two millions, and probably more, in the alne timl, and we learn hlrve eonmenced active operations to coerce payment fron, their dehbtor. Already an unprecedented number of suits have hean comunenced, and ti uItmost rigor of the tamw will Ie inflicted upon those who were so unfortunate as to look for gainr, and received nothing but losses instead. Pro party must be sacrificed, and men whose activity and energy, and knowledge of business might. by timely assistance and a reasonable delay, have effected a relief from embarrassmelt, will be irretrievably involved in ruin, and reduced to Leggary and deeLpir.
