Mr. Rodgers, Chairman of the Police Conmmit tee, imade the following report, accompanied with the following resolutions, which the rules being dispensed with, was adopted. The Police Cormmlittee, to whom was referred the resolution respecting Keynto tables and ton pin alleys, report, 'hat after careful deliberation and examination of the 13 keyno sctablishmaents in the 2d Munielp.. lity, they have arrived at the following conclusions: That Keyno is a regular gambling game, played with cards, and for a pool which is made up before the game commences-lthe amount of the said pool being regularly made known to the parties play. ing at said game, and being subject to a discount of 12 1-2 to 20 per cent. for the use of the person or persons acting as owners of the implements used in said game. 21.--'hat ~ the persons generally frequenltin such establisllments, ate either vagrants or persons without visible means of support, and in iany in. stances minors from 12 to 16 years of age, or young menl whose nccupation in life precludes the possi bility of their having means at their disposal to follow such pursuits. 3d-That the game itself is necessarily noisy disturbing the peace and quiet, which should pro. vail in a well regulated neighborhood. 4th--That it is sedentary, not promoting health or offering any inducement of the kind, as in the case with ball and ten pin alloys. 5th--That it is in direct violation of the laws made and provided for against gambling, by which it is forbidden to gamble for money, or the equiva. lents fur money, at any game of haztrd, Se. Your Committee think it unnecessary to enter into a long dissertation upon the evils of gambling -they would simply state, that the gamne gene. rally occupies aboult 7 minutes-that the po ols in their presence have varied from two to ten dollars; the price of a card varying from a bit to a dollar. IThe playing is eontinued from 9 A. M. intil 4 A. M. Instances have come to the knowledge of your committee in which individuals have played 70 or 80 games without winning a solitary pool; and on the other hand, the keepers of the tables, are making from 1001t to 2000 dollars per month. The solitary question therefore presents itself, who pays for this ? We answer, the community at large, who are plundered out of doors to fill the pockets of the keepers of those dens of infamy; and we consider that we have no more righlt to licetnse such establishments than we would have to grant licenses to the pickpockets who graduate from our prisons, upon their paying per centtge upon their gains. We would therefore recommend the following resolution Resolved, That the Recorder is hereby instruct. ed to have every keyno shop or g.enbleng house of any description existing,.in contravention of tile laws upon that subject, immedtlitoly broken up, and the keepear, dtealers or parties interested, or. rested and bound over to the Criminal Court. As regards the ton pin alleys, we would state, that ten.pins is an athletic game, depending more upon practice than up110on trickery for its success. It is urged by its advocator, that it is a manly ex. orcise conducive to health, and productive of no evil consequences tt tthe morals of society. The great annoyance is tlta t.oise madI by tite rolling

of ithe balls-it is a ramte however which we be lieve is tolorated in all the nortlhe n cities, and in. stances of gambling upon it, as far as we can leoorn, are very rare. We think. however, Ithat the alleys should not be used lcler 10 o'clock P. M., noas the noise might then diseurii the neighborhenod-nor should new public alleys It allowed to be i stab lishld a ithout the consent of the neigh.rhers.--We would therefore recommend this resolution: Rt-solved, That in future, no ten pin al:oy shall le cstablished in the incorporated limitits ol this Mu niciiality, without the permnission of the Recorder, which permission shall ouly be given with the con. sent in writing of the owner and occupants of pro. perty, w;thin two hundred feet around tilhe pro. posed location, under penalty of one hundred dol. lare. That from and after the let of May next, eachi and every alley shall I:e closed at 11 o'clock every night, under a penalty of twenty dollars for each and every oatTrce. Resolved, That any person or persons keeping a Keovno Table after the Ist day of M1y next, within the limits of this Municipality, shall be liable to a fine of oe It hudred dollars, for each and every day or night he, she, or they may be engaged in keep. ing and permitting any such game within the pro. mixes occupied by said pIo oun, r persons. The fine horeby fixed shall be recoverable before any Court of competent jurisdiction ; one half for the benefit oftl'lhis Municipality, and one half for the informer. Resolved, That the Recorder is hereby instructed to have every Keyno shop, or gambling house of any description, existing in contravention of the law upon that subject, immediately broken up, and the keepers, dealers, and parties interested, arrested and bound over to the Criminal Court. As to the Petition of M. Bergen, Superintend. ant of Carts, praying for an increase of wages, we would recommend the following Resolution: Resolved, That thle wages of Michael Bergen It increased to sixty-five dollars per month, from lest o Mty. DAVID JNO. ROGERS, Ch'n. JOIIN IIALL. II. LOCKET'T'. A petitio from L,. II. Gale for Capt. Merell, for a rnmisseon of a fine, laid on the table.
