The first section creates five military dis tricts as in the original second sec tion of the Stevens bill. The Presi dent shall assign to each district a Brigadier General with adequate mil itary force. The second section makes it a duty of such officers to protect all persons in their rights, to suppress insurrection, disorder, and violence, and t<> punish disturbers of the peace. lie may allow local civil tribunals or commissioners to try and punish offenders, but ail interference by any so-called is declared null and void. Section fourth requires trial without delay, and provides that no cruel and un usual punishment shall be inlticted, and that no sentence affecting lite or liberty shall be executed until ap proved by the district commander. Section live—the Biuiuc amendment —so-called, provides that when the people have framed a constitution which has been ratified by the peo ple without regard to race or color, except disfranchised for rebellion, and when the constitutions shall have been approved by Congtcss, and the legislature elected under it shall have ratified the conititutional Amendment, and when said amend ment shall been declared a part of the Constitution of the United States, then the said States shall be entitled to representation by members who can take the test oath. Section six is Doolittle'B amendment, requiring the sentence of death to be approved by tho President before execution. The River and Ilarbi.r appropria tion bill passed the House yesterday. It appropriates five million dollars, including twenty-five thousand for examination and survey of works on the Pacific coast. NEW YORK, Feb. 18.—Washing ton specials report that tiio Presi dent has promised to accept the Mil itary bill with Blain's amendment. The bill which parsed the Senate will soon be reported to tho House by the Ways ami Means Committee.
