Gzonerrown, Jaouary 14, 1861. rege | and carefully pre- ent of William Laird, Esq, - os - which tie = Councils on Fri evening we learn that “the total receipts for the year 1980 amount to $73,714 20, and the total expenditures to $66,- $75.64, of which $1,211 39 See to various spe- cial accounts, and #5,627.25 to the general fund of the Corporation.’’ He states that ‘-the estimate of the receipts and expenditures for the year 1961 shows that if all the general taxes, including that of 1861. and the interest due and accruing on the repair bonds of the Chesapeake and Obio Canal Company, could all be within the year, the receipts would exceed the expenditures by an amount of $9,660 45. This fortunate state of circumstances, however, cannot be reasonably looked for. Al- lowiag, therefore, that $11,000 of the general taxes due in 1861 will remain over lected until 1662,—wbich is avout $1,500 less than the amount or taxes now la’ over—in that case the receipts of ISG! will fall short of the expendi tures by about $1,300, and if to this is added the continued non-payment of the interest on the Chesapeake ‘and Obio Canal Company repair bonds—reaching in the course of the year 1561 to the sum of 24 500—under that et the receipts will fall short of the expenditures by about $5,Su0. He scutes further that “the contingent expenses of the present year largely exceed the estimate for the year; attributable mainly to the cost of repair- ing Bridge street bridge, and dredging the chan- nel of the Potomac river.”’ We learn also from this report that “the ific appropriations payable out of the general fund for the recent a Co per of Bridge, Prospect, Fayette, High and West streets, reach an amount of $6,430.49." Also, thi the amount of indebt- edness of the Corporation in 1859, which has been discharged the present year, reaches an aggregate $16,205 68°" We may at an early day extract from tue report interesting statements in relation to the school fund, the water fund, and other matters of Interest; but in the present crowded State of your columns we forbear, and will con clude by quoting Mr. Laird’s closing remarks, as fe “I see no reason to doubt that the month of April will find the pecuniary affairs of the Corporation at comparative ease, and with a sroper prudential economy in appropriating the mae 3 arising during the year will, I trust, meet with a degree of promptness pleasant to all parties. These remarks are made, however, al- together irrespective of the dark cloud which seems hanging over the country, the sad contem- plation of which is so agitating to all reflecting minds, for none can tell what degree of disturb- ance it may pour out over all the relations and pursuits of life.” At the meeting of our City Councils on Friday evening last, there were presentin the Board of Common Council all of the members except Messrs. Dodge and English. A message was received from the Mayor recom- mending a temporary augmentation of the police force. The message was referred to Mr. Stake, who reported & resolution providing for the ap- poiatment of ten additional policemen, to serve at the discretion of the Corporation until the 15th day of March next, to be on duty from 6 o'clock P.M. until6a m.,at Bl per night. and todo duty during the day if cailed on by the Mayor Mr. Dunlop thought the time was too long. We might appoint until the 15th of February, and keep them on longer if necessary. Me Stake wanted to keep the force on until after inauguration day. Tenney moved tostrike out “ ten’ and in- ight”? . ‘azson said make the time until theSth of Mr. Dunlop withdrew his proposition, and Mr. Stake accepted the amendments of Mr. Tenne: and Mr. Fearson; and the resolution passed. Resolution in favor of W. D.Watl-ch. Resolution in favor of Charles Myers & Son. Mr. MeCobb, from claims committee, asked that said committee be discharged from further consideration of the accountof C. B. Cluskey, and that it be referred to ways and means committee; committ ¢ discharged, and reference made. Mr King, from streets committee, reported on the High street resolution, that it would take nine *“eents per front foot to pay the deficiency, but asa majority of the property holders had not petition- ed for the improvement, ne further front foot tax could be levied; report accepted. The following resolutions were : Reso- lution to pay for a repair of new road; resolution in favor of estate of Lewis Carberry; resolution relating to town lots; [it authorizes the Mayor to sell on the first Monday in July, next lot 47, on Prospect street, and lots 31,32, and 33 on Water street. with brick warehouse thereon, after three week’s insertion in Evening Star;} resolution to pay for repairs of Paper-mill bridge; resolution to y for repairs of Marke’-house bridge; resolution Fa tases of J. J. MeQuiilan; resolution in relation to strip ofground on Frederick street; resolution for soem of lamp-posts at bead of markethouse; resolution to sell the manure in rear of watch- house. [Of the above resolutions, those in rela tion to Papermiil bridge, Merket-house bridge, and a strip of ground on Frederick street, and in or of J.J. McQuillan, were subsequently pessed by the Board of Aldermen } The ordinance introduced by Mr. King in July last, which makes it unlawful for swine to go at large after the first day of January, 1561, came up for consideration Mr King said he would move to alter the date to February 1, i961. Mr. Stake saw no necessity for such a law. The swine were ali killed, and Mr. Tenney had got a fair share of them. Mr. King said be bad introduced bis bill at the earnest solicitation of a great many citizens, but be was certain there was @ majority in the Board ainst it. There was bis friend Mr. Tenney in business, and Mr. Hill, who was a nice man, and ought to be willing to get the hogs out of the ‘way. Mr. Bill, (sotto voce )—They don’t trouble me. Fatal Arrray.—An affray occurred at the municipal election in Elizabeth City, on Saturday last, directly in front of the seats of the inspectors of election. The parties to the affray w Henry Culpepper, .W. Poole, Wm. C. Poole, and Ju- lius C. hield. About noon of the day of elec- tion, Culpepper went to the poljs to cast his vote. Almost instantaneously with casting his vote, he suddenly whirled himself around so as to face the Pooles and Dashield, who were standing in front of the ballot-box at the time, and drew bi volver, exclaiming at the time: “You s—ns of b—s, you are my men—shoot, here heart for you.” The other Parties immediately drew their revolvers, when Culpepper fired at some one of them, the shot not taking effect. Im- mediately after Culpepper fired, the other parties tired, when Gulpepper fell, having received two wounds, one in tight arm, and one in the fore! ; entering the skull and piercing the brain. Some seven or eight shots were fired dur ing the affray; but how, whom, and at whom, owlng to the confuston, nobody can tell. 17 On occasion of some artillery practice at Rexhbill, in En; d, some four or five thousand of the spectators took possession of a martello tower which was the point to be fired at.
