The statement in the published report of Mr. E J. Allen (Government detective) that negroes committed under the District laws as runaways are sold fbr thoir jail fees if no owner eventually establishes 2 lawful claim to them, proves to have originated with a negro confined under the law in question, who told Mr. Allen that Ae had been #0 Informed by the consiab/e who took him up! Upon such testimony concerning the law, is it, ‘hat the abolition press and pow-wowers of the country sre just now tearing their hair over slavery in the District of Columbia: If there exists a law upon ovr statute books authorizing the sale of negroes here for jail fees, it isso obsolete that persons who, like ourself, were born snd reared, and have lived a life time within sight of the dome of the Capitol, bave never before heard of its existence. Certain it is, that no such sale has taken place here within the last belf century—or the memory of the “oldest inbabitant’’—not one. {t ia worthy of note that the testimony upon which Mr. Allen bas based all the statement of facts of his rhetorical and poetic report are de- tived wholly from negroes in jail, incarcerated, a2 be says, on the presumption that they are run- sways. Hod be lived in this community a ingle decade, he would have known, as our own citi- zens do, how little reliance is to be placed on such testimony. The report in question is evidently being used to bring about the legal abolition of negro slavery in the District of Columbia, which fact gives itall its impertance. In this connection we bave to say that slavery is already practically abolished here, by the anomalous condition of the country. To abolish what the abolitionists term the * black code" of the District of Columbia, instead of ao emending it as tq prevent injustice from being done through it, will prove a dire calamity to this community, already overrun with free ne- groes—a class sgainst whose presence among them the citizens of non-slaveboiding Illinots beve stringently provided by constitutional re striction. The busipess of our white laboring Population of both sexes will be utterly ruined by this influx of negroes, who will only work, as at the North, when they cannot otherwise manage to keep life in their bodies. The abolitionists of Congress who can see naught worthy of their Sympathy in the condition of any class in any community but the negro class, will of course Continue their tinkering experiments upon the local affairs of the District of Columbia, until they make it nothing less than a hell upon earth for the white man. The large number of enlisted men,discharzed on “Certificates of Disability,’’ has attracted the notice of the General-in-chief, and, as it is an especial duty to render the rank and file of the Army as effective as possible, the attention of Superintendents and other officers concerned, either with the enlistment of men, or their dis- charge on account of disability, is directed to the judicious discharge of their respective duties. Evidence is abundant, as attested by the re- cords of the Adjntant General’s Office, that many men have been enlisted who were “unfit for eer- vice” prior to or date of enlistment. It should be borne in mind that the law provides for the enlistment of ‘effective able-bodied” men: and if any officer shell enlist any m contrary to the true intent and meaning of the law it is fur- ther provided that for every offence ‘‘he shall forfeit and pay the amount of the Dounty and esr, which the person so recruited may have received from the public, to be deducted out of the pay and emoluments of such officer."”’, With this object in view, paragraphs 960 and 981, Re- ae egulations, must be strictly complied with.
