Application —The mant of claimants mtst make a written application, under oath, and over his, her, or their own signature, stating his, her, or their game, age, residence, connection to the 7 the letter or name of the captain of the com: and ‘iment to which he be- longed; time of bis death and tbe nature of the pay claimed; whether “‘arrears of pay,”? &c ; the “$100 bounty,”’ under act of July 22, 1861; or “three months’ extra pay,’’ under act of July 19, 1848 Proof —To satisfy the accounting officers that the person or persons thus claiming is or are en- titled to the money in the character, he, she. or they claim, the depositions of two credible wit- nesses will be required, stating that they are ac- quainted with the claimant or claimants, the con- nections held to the deceased, and that they (the deponents) are disinterested Authentication —The application and depost- tions, above required, to be subscribed and sworn to before a judge, commissioner, notary public, or justice of the peace, duly authorized to admin- ister oaths, accompanied by the certificate and seal of a court of record as to the fact of the said ude, &c.. being duly commissioned and acting n bis official capacity at the time of the execution of the foregoing papers. If the soldier died unmarried, it must be so stated in the applications of those claiming to be the father, mother, brothers, or sisters, as well as by the witnesses Proof of marriage (record evidence, if possible) must always accompany the applications of those claiming to be widows. Administration —As the taking out of “ letters of administration” is attended with considerable expense (often unnecessary), it is suggested that it be done only when required by the Auditor. Discharged Soldiers —Iin all cases where the soldier has been discharged, the captain’s de- scriptive certificate must be forwarded to this office, or its absence satisfsctorily accounted for. ‘The certificate of an officer of the army as to the soidier’s identity, in addition to his own affi- davit, will be deemed sutticlent. Where the certificate of such officer cannot be procured, the testimony of two credible disinterested witnesses — be adduced, asin the case of deceased sol- ers. Mode of Payment.—Payments will be made by an order from the accounting officers on any pay- imaster of the army. Such order will require the signature of the claimant on its face before it will be paid Node of Presenting Claims.—All claimants wishing to obtain information, or to present claims, can communicate with this office by mail, and will receive as speedy 3 reply as the business of the office will allow. Postage. —The poceremeat pays all postages on such communications, whether received or trans- mitted by this office. [Speeial correspondence of the Star.J Piney Point, St. Mary’s Co, Md » Oct 1.— Edntor of the Washington Star: From a reliable source | learn that the brigade at or in the neigh- borhood of Mathias Point Is composed of the militia of the counties of King George's, Weat- moreland, and Northumberland, (Va.,) under the command of Col. Samuel Burgiss, of Northum- berland ; but they cannot hold it if a force lands at Hooe’s Ferry below, or Chotank’s Landing above. Just above Custis Grimes’ houses, (on the river,) two small batteries have been built, anda third {s building. Our informant insists that the soldiers were very tired of the war, and are not disposed to stand it much longer, Providing they can help themselves. The evacua- tion of Ship Island was a military necessity, and the officers who had charge of the work deserve much credit for the admirable and successful manner {n which it was executed. Leper d the blockaders, we understand, approached the Island and threw several ahell into the deserted fort, and finding no enemy on the Island, valiantly landed and hoisted the United States flag.’ FROM THE POTOMAC—THE ADVANCE OF THE CON- FEDERATE ARMY. A letter in the New Orleans Delta, dated Camp Leesburg, Sept. 7th, says: “* Thank Heaven, our commanders are as fully informed of northern movements as ff tele. graphic wi ran into the offices of the depart ments at Richmond, and despite all the threats of Fort aooag Seaer our agents are numerous and sleepless, braving every danger, and successfally accomplishing their hazardous mirsions with the of Crows or Blackfeet Indians. umbers and preparation in and around here, I shall not speak; but everything is as our best friends could wish. Maryland, opposite all our camps, is in a fever of excitement, and large bodies of men are nightly joining us at Aquia creek, whenever they can elude the Federal craft; but should the enemy ever dream of advancing inte Virginia again, none of them will be left to tell the tale.” The Crescent basa letter from Richmond, Sept. 13th, from which we extract the subjoined : ‘The Cabinet is now, and has been for some time, divided on the pottey of a forward move- ment of the army @f the Potomac. The object of delay appears to arise from an apprehension that an attack upon and destruction of the capital would thoroughly arouse the North, and would speedily henl all the dissensions which have grown up and are still increasing among the people upon the necessity of peace or a further Prosecution of the war It is urged that the entire North toa man, with means end money, would fiock to the support of the Federal government, and instead of an army of two hundred and fifty thousand men, we would have pressing down upon us a million of frenzied and revengeful sol- diers, ready to butcher, lay waste and Sey. The difficulties which now beset the Lincoln government in recruiting and filling the regi- ments now in service would immediately vanish, and the entire North in forty days would be one immense encampment. “Others assert the true policy is to await the action of the French and English governments, that our difiiculties may be arranged without further effusion of blood. The army desires an onward movement, the capture of Wasbington, the consequent uprising in Maryland, and the ayeaeern of Baltimore for quartering the army a the winter. Brown arrived at the wharf foot of Twelfth street, this morning, with 2 load Of oysters from the lower Potomac. Capt. Mister Teports that on his passage up he passed fifty or sixty sail, with bay, wood, coal, and farm pro- nee.
